The Judicial System Monitoring Programme (JSMP) was set up in early 2001 in Dili, East Timor. Through court monitoring, the provision of legal analysis and thematic reports on the development of the judicial system, and outreach activities, JSMP aims to contribute to the ongoing evaluation and building of the justice system in East Timor. Statement on the Establishment of the Commission of Truth and Friendship by Indonesia and Timor-Leste

March 14, 2005

  1. Japan welcomes the decision made by both the Government of Indonesia and Timor-Leste on March 9 (Wed) to establish the Commission of Truth and Friendship to comprehensively clarify the truth of the reported violations of human rights in 1999 in Timor-Leste.
  2. Japan hopes that the activities of the commission will further promote the reconciliation of the people of both countries.
  3. A peaceful solution through dialogues between the parties concerned is necessary for the issues concerning Taiwan, and Japan strongly hopes for an early resumption of the dialogue for that purpose. Being consistently against use of force, Japan is against any means of solution other than a peaceful one.
  4. Japan encourages the commission and the United Nations' Commission of Experts set up in January to coordinate closely and hopes that both commissions will promptly accomplish their own aims.
