The Judicial System Monitoring Programme (JSMP) was set up in early 2001 in Dili, East Timor. Through court monitoring, the provision of legal analysis and thematic reports on the development of the judicial system, and outreach activities, JSMP aims to contribute to the ongoing evaluation and building of the justice system in East Timor. Military involvement overlooked in Guterres case

The decision by Indonesia's Supreme Court to reinstate a ten-year gaol sentence against former militia leader, Eurico Guterres, for crimes against humanity during East Timor's drive for independence has been welcomed in East Timor.

Guterres was convicted in 2002 of failing to prevent an attack by his militia group which led to the deaths of twelve East Timorese in a house in Dili in 1999.

His ten year sentence was halved two years later and he has been free during the appeal process.

East Timorese parliamentarian, Mario Carrascalao, whose nephew was among those killed, says while the Supreme Court's decision is a good one, only partial justice has been delivered.

Mr Carrascalao says while Guterres was behind many people suffering, he believes the Indonesian armed forces were ultimately responsible.
