A Unidade Outreach (Publico) constitui a ligação
do JSMP com os timorenses e as partes internacionais interessadas. A
sua tarefa central é tornar o trabalho do JSMP acessível
a diversas audiências e dar assistência no processo de educação
e debate relacionado com questões importantes da lei, justiça
e direitos humanos. A Unidade Outreach (Publico)também conduz
o processo de monitorização dos direitos humanos em Díli
e nos distritos. Esta equipa é constituída actualmente
por três membros nacionais e um voluntario. Outro
membro trabalha especificamente em projectos de informação
no âmbito da Unidade de Justiça das Mulheres.
A Unidade Outreach (Publico) é responsável
por cinco amplas categorias de actividades. São estas:
Publicações e
materiais. Inclui-se a produção de materiais educacionais,
brochuras e posters; funções editoriais relacionadas com
os relatórios temáticos do JSMP, actualizações
de justiça e divulgações dos media; e manutenção
de uma livraria de materiais e publicações.
Difusão da informação.
Aqui inclui-se a difusão das publicações
do JSMP às partes interessadas importantes, em Timor-Leste e
no estrangeiro; fornecimento de informação /materiais
a comunidades distritais distantes; manutenção do website
do JSMP internacionalmente consultado nas quatro línguas de Timor;
distribuição de notícias e informação
através de listas de e-mail; coordenação de debates
periódicos na rádio e na televisão sobre questões
importantes; produção de programas (incluindo dramas)
para transmissão nas estações de rádio de
Timor; e utilização dos media locais e internacionais
para realçar assuntos de interesse público urgente.
Formação da comunidade.
Desde que começou a formação distrital no início
de 2005, o JSMP já visitou todos os distritos de Timor-Leste
e planeia estender o seu esforço ao nível sub-distrital
em 2006. O presente programa conta com a Unidade de Pesquisa Legal (LRU
- Legal Research Unit), a Unidade de Justiça das Mulheres e a
Unidade de Informação, para proporcionar workshops que
abordem questões gerais dos direitos humanos, o sistema de justiça
formal, processos jurídicos, direitos da criança e informação
prática para as vítimas no acesso à justiça
através dos tribunais. Os workshops incluem tipicamente a PNTL,
administradores distritais /sub-distritais, líderes das aldeias,
líderes da lei tradicional, a igreja e representantes de grupos
locais de mulheres e de jovens.
Estabelecimento de contactos.
Esta categoria inclui manter relacionamentos mutuamente benéficos
e construtivos entre o JSMP e o governo, grupos da sociedade civil,
líderes da comunidade, comunidade estrangeira de expressão
Português e media.
Monitorização
dos Direitos Humanos. Este trabalho é realizado em conjunto
com a Unidade dos Direitos Humanos das Nações Unidas e
outras ONGs timorenses. O JSMP está a criar uma base de dados
de violações dos direitos humanos e indica processos ao
novo Provedor de Direitos Humanos.
A Unidade Outreach (Publico) foi também crucial
para a difusão de informação junto de comunidades
distantes relativamente ao Colectivo Especial para os Crimes Graves.
Este papel ainda se mantém no que respeita aos actuais desenvolvimentos
no domínio do sector da justiça.
