Tribunais Distritais Os Tribunais Distritais foram estabelecidos pelo Regulamento 2000/11 da UNTAET, por conseguinte o Cap. 7.1, são localizadados em quatro juirisdições separadas: - Tribunal do Distrito de Dili - Tribunal do Distrito deBaucau - Tribunal do Distrito de Suai - Tribunal do distrito de Oecusse Com excepção do Tribunal do Distrito de Dili (que além de ter jurisdição exclusiva sobre os crimes graves, em que nesse aspecto, favor referir aos fundamentos do capítulo Paineis Especiais para Crimes Graves), a matéria jurisdição de cada um dos tribunais dos distritos é extenso, extendendo a todas as “matérias como os trinunais de 1a instância”: Cap 6 do Regulamento 2000/11 da UNTAET. Os Tribunais Distritaiss são, por outro lado, distinguidos pela sua jurisdição territorial. Como tribunais de 1a instância, os Tribunais distritais estão presentemente (há provisão sob o cap. 123.1 da Constituição para a criação de tribunais adicionais). Os únicos tribunais em Timor Leste em que os procedimentos civeis e criminais podem ser começados. As averiguações nos Tribunais distritais estão sendo conduzidos em português com traduções em tétum e outra língua. Não obstante, devido as variações regionais em línguas, há um reconhecimento que para asegurar que em cada um dos distritos tem a capacidade para operar em línguas locais que podem ser percebidas por todas as partes. Todavia, encontrando as fontes para fazer continuará a ser um desafio para os tribunais distritais. Tribunal do distrito de Baucau O Tribunal do Distrito de Baucau, que começou a funcionar em 15 deSetembro do ano 2000, está localizado na vila de Baucau e tem Jurisdição territorial sobre os distritos Baucau,Viqueque, Manatuto e Lautém. O Tribunal é presentemente compreendida de 1 juiz português que vem ao instituto de ajuda legal ligado ao Tribunal. JSMP tenta monitorizar 80% dos casos no Tribunal do Distrito de Baucau. Tribunal do Distrito de Suai O Tribunal do Distrito de Suai correntemente opera 2-4 dias por mês. O Tribunal é compreendida por um juiz brasileiro que vem ao Tribunal do distrito de Suai duas vezes por mês. Há delegado procurador de justiça que ao Tribunal do Distrito duas vezes por mês. Não há defensores públicos. Há um instituto de ajuda legal ligado ao Tribunal. O Tribunal tem jurisdição territorial sobre os distritos de Cova Lima, Bobonaro, Ainaro e Manufahi. O JSMP tenta monitorizar 60% dos casos no Tribunal do Distrito de Suai. Tribunal do distrito de Oecusse O Tribunal formalmente começou as operações em 31 de Maio de 2000 e é localizado na vila de Oecusse, o local administrativo do enclave de Oecusse é a sua jurisdição territorial. O Tribunal do distrito de Oecusse opera 2-4 dias por mês. O Tribunal compreende de um juiz brasileiro que vem ao Tribunal duas vezes por mês. Há um delegado procurador geral da república que também vem ao tribunal duas vezes por mês. Não há defensores públicos. Há um instituto de ajuda legal ligado ao Tribunal. O JSMP tenta monitorizar 60% dos casos no Tribunal do distrito de Oecusse
